Certification is one of the methods to measure the effectiveness of implementation and compliance with the requirements of a standard. Certification is very important in assuring consumers that the product or service meets specifications. The Malaysian palm oil industry has currently adopted numerous certification schemes to meet the demands of domestic and foreign consumers. Among the certification schemes that are being actively implemented is the MPOB Code of Good Nursery Practice for Oil Palm Nurseries (CoPN). CoPN is one of the codes on MPOB Code of Practice Certification Scheme (CoP) which was launched on 26th August 2007 by the Minister of Plantation Industries and Commodities.

MPOB Code of Good Nursery Practice for Oil Palm Nurseries (CoPN)

CoPN has been developed by the Malaysian Palm Oil Board (MPOB) together with members of the industry with the objective of providing guidelines for the production of good quality oil palm planting materials. The 2nd edition of CoPN was published on 10 April 2016 to fulfil these requirements. This Code of Practice focuses on the practices and procedures for operating an oil palm nursery. These include site selection and preparation for the nursery facilities, preparation of the growing medium, acceptance, storage, and sowing of germinated seed and ramet, raising the oil palm planting materials (which include watering, fertiliser application, weed control, pest and disease control and culling), dispatch of seedling or ramet, record keeping and labelling. Oil palm nursery operators shall be familiar with the relevant and applicable guidelines of this code, and practise them on a daily basis in addition to their current routine, without affecting the quality of the oil palm planting materials prepared for field planting. The nursery is the beginning of the supply chain for palm oil production and therefore traceability, commencing from seed or ramet production from licensed seed or ramet producers, is essential.

The MPOB CoPN certification scheme was administered by the Sustainability Standard and Certification Unit (SSCU). There are fourteen (14) lead auditors who fully conducted the CoPN audit and assisted by others auditors from others divisions.

Malaysian Palm Oil Board (MPOB) aspires to be well recognized certification body by providing third party certification services to the Palm Oil Industries on Codes of Practice along the whole palm oil supply chain.  Our values define our culture and are inherent in our management system.  

MPOB is committed in operating its certification activities in a manner that comply with MS ISO/IEC 17021 and any relevant regulatory requirements.  

MPOB has, within its structure, an independent Certification Committee (CC) to maintain impartiality on matters of certification in compliance with accreditation requirements such as with those of MS ISO/IEC 17021. The Director-General or any assigned person will exercise their respective responsibility in advising the Certification Committee on significant matters relating to Certification.  

As a mechanism to safeguard impartiality, MPOB has also appointed an Impartial Committee (IC) to ensure impartiality is maintained throughout all of the schemes that MPOB operates.   

MPOB is also committed to continuously innovate ways to serve our client’s needs, develop and offer high quality services and continuously implement initiatives to improve our services.  

Each individual within MPOB Certification Body should understand the content of this Policy Statement and it is to be read and comprehend with the content of this Quality Manual and its associated documentations. All personal shall be aware of their responsibilities for the effective implementation of the Quality Management System and will implement the policies, systems and procedures at all times when undertaking work on behalf of MPOB.
